A recent position paper by the EU Chamber of Commerce in China called for Beijing to follow through on reform pledges announced last year, with business confidence now at an all-time low.
With the risks of doing business rising and the rewards falling, many EU investors now feel their approach to the China market requires a strategic rethink, it said.
