Members of the Commons have rejected House of Lords amendments to the Employment Rights Bill, arguing they would weaken its protections.
BRC’s chief executive warned the Bill could harm part-time and flexible retail jobs, with a survey showing likely job losses and reduced flexibility.
OBR also flagged negative economic impacts.
Retailers plan to press for changes during the consultation this autumn.
